Structure and Administration of the City of Dar es salaam
Dar es salaam was declared a Township in 1920 and was later on upgraded to a Municipality in 1949. Dar es salaam City Council, until 1972 when the government of Tanzania abolished all local Government Authorities in the country, in favor of a decentralized system of Central Government. This system was again abandoned in 1978 because urban areas were deteriorating since much emphasis was directed to rural development. Urban Local Authorities were reinstated.
In 1992, A Commission of Enquiry was set up to investigate why the Dar es salaam City Council was not delivering the various city services as expected. The commission revealed the various city services as expected. The commission revealed some structural and management weakness and recommended the dissolution and restructuring of the Dar es salaam City Council. In June 1996 the Dar es salaam City Council was dissolved and the Dar es salaam City Commission was appointed.
According to the new structure, the Dar esa salaam City now has four local Authorities, that is, three Municipalities of Kinondoni, Ilala and Temeke and the apex Dar es salaam City Council.
Physical and Geographical Characteristics
The City of Dar es salaam lies between 6 and 7 degrees South of Equator on the Western coastline of the Indian Ocean. It is one of the East African large cities covering an area of 1800 square kilometers.
The City as a region enjoys a warm tropical coastal climate with mean annual temperatures of 26°C and an average annual rainfall of 1000mm.
